A friend recently directed me to some information I probably should have known about a long time ago: the Heritage Foundation's Mandate for Leadership series. In their own words, "The Washington Post dubbed Mandate for Leadership the "bible" of the Reagan administration. Subsequent Mandate for Leadership volumes provided critical guidance to new administrations and Congresses throughout the 1980s and 1990s."
Check out the 2000 version and you'll quickly discover where the Bush administration comes up with all of its strategies. My favorite part is how all of the defense focus is on the Star Wars program - oops.
